Webhook subscribers for governance-validated CloudEvents emitted by claims. Register via POST /api/v1/consumers. Drain runs via npm run drain:outbox (one pass; orchestrate with cron).

No consumers registered. Outbox events accumulate but aren't delivered until a subscription matches their event type.
